The Shopify Functions infrastructure is not yet available to the public, but local testing is available for JavaScript functions.

Shopify has announced upcoming changes to the Asset API approval scope API that took effect on February 21st. The changes involve the removal of Asset API access to create, update, and delete assets for public apps.
Instead, Theme App Extensions will be the recommended way for public apps to integrate into themes. App developers will need to migrate their apps to use Theme App Extensions, and exemptions may be granted under certain circumstances.
